English: "The Coat of Arms or blazon presents in the foreground the river, having tobacco crops on both banks (a characteristic crop of this province), then a pine forest and mountains on the horizon, reflecting the landscape of the same.
The blazon rests on the gold-colored parchment rolled in its four angles that hold copies of the tobacco on both sides, all of it is kept on the beam of the republican union (in orange color) tied with purple ribbons, beam that holds up of the vermilion frigid cap, insignia of republican freedom that has a five-pointed star in the center, emblem of the country."
